Government orders review of double-cab pickup truck regulations

The Ministry of Construction of Vietnam has instructed relevant authorities to review and assess potential amendments to several regulations to address difficulties and legal inconsistencies related to double-cab pickup trucks.
On May 27th, the ministry issued Notice No. 242/TB-BXD, outlining the conclusions reached following a working session with Ford Vietnam regarding proposals concerning double-cab pickup vehicles. According to the notice, the ministry acknowledged the concerns and recommendations raised by Ford Vietnam regarding practical difficulties arising from the implementation of current regulations governing double-cab pickup trucks.
The document stated that the ministry had previously worked with the Hanoi Department of Construction to advise the Hanoi People's Committee on the issuance of Decision No. 52/2026/QD-UBND, dated April 30th, 2026, which amended Decision No. 01/2026/QD-UBND, dated January 4th, 2026, in an effort to address related issues within Hanoi.
At the same time, the Vietnam Road Administration worked with Ford Vietnam and relevant organisations before issuing Official Letter No. 2612/CDBVN-TCGT, dated May 12th, 2026, to road management authorities nationwide, requesting reviews and guidance on traffic management measures.
However, according to the company, these instructions have only partially addressed the issue and have not fully resolved inconsistencies arising from differing interpretations and applications of regulations related to vehicle classification, road signage and local traffic management.
The ministry stated that the company's proposals require further objective assessment in accordance with legal procedures and applicable authority, while considering state management requirements, road safety considerations and the impact on businesses and citizens.
Accordingly, the Vietnam Road Administration and the Vietnam Register have been tasked with jointly reviewing QCVN 41:2024/BGTVT, Circular No. 53/2024/TT-BGTVT and related regulations, as well as reviewing the implementation of Official Letter No. 2612/CDBVN-TCGT issued on May 12th, 2026.
The agencies have also been instructed to clarify which issues have already been resolved and which practical difficulties remain.
In addition, the ministry requested a review of the practical application of previous regulations, particularly those relating to traffic management, vehicle classification and inspection procedures for double-cab pickup trucks.
Authorities have also been instructed to engage with automotive manufacturers, the Vietnam Automobile Manufacturers Association and other relevant organisations to propose solutions.
These may include amendments or additions to QCVN 41:2024/BGTVT or Circular No. 53/2024/TT-BGTVT, if considered necessary. The Ministry of Construction of Vietnam stated that any amendments or revisions must comply with legal requirements, remain within the scope of the appropriate authority, ensure consistency, feasibility and transparency, and avoid creating differing interpretations during enforcement.
The ministry also assigned its Department of Science, Technology, Environment and Construction Materials, together with its International Cooperation Department, to monitor developments, oversee implementation progress and report any emerging issues to ministry leadership.
