MMPC confirms PHP 7 billion hybrid EV investment under EVIS Programme

Mitsubishi Motors Philippines Corporation (MMPC) has confirmed its participation in the Philippines' Electric Vehicle Incentive Strategy (EVIS) Programme through Mitsubishi Motors' previously announced PHP 7 billion (US$ 114 million) investment to establish local hybrid electric vehicle (EV) production.
The confirmation follows President Ferdinand Marcos Jr.'s signing of Executive Order (EO) No. 121 on July 30th, 2026, formally implementing the EVIS Programme. The initiative is intended to encourage local EV manufacturing and attract investment into the Philippine automotive industry through fiscal incentives for participating manufacturers.
Mitsubishi's investment commitment was first announced during a meeting in April 2026 between President Marcos and Mitsubishi Motors President and Chief Executive Officer Takao Kato. It was subsequently reaffirmed by the parent company and formally confirmed following the issuance of EO No. 121.
MMPC said the executive order establishes a policy framework for vehicle electrification, domestic manufacturing, investment and the competitiveness of the Philippine automotive industry. According to previous statements by the company, local production of hybrid electric vehicles could begin as early as 2028 at MMPC's manufacturing facility in Santa Rosa, Laguna.
Before the start of local hybrid production, Mitsubishi plans to introduce its first electrified model in the Philippines, the plug-in hybrid Outlander SUV.
MMPC Chairman Noriaki Hirakata commented on the implementation of the EVIS Programme. He stated: "Mitsubishi Motors Philippines welcomes the issuance of the Electric Vehicle Incentive Strategy (EVIS) Executive Order, which marks an important milestone in advancing vehicle electrification and strengthening the automotive industry in the Philippines. Backed by Mitsubishi Motors's PHP 7 billion investment commitment, we are ready to support the government's vision through the local production of hybrid electric vehicles, further enhancing the country's manufacturing capabilities and competitiveness."
The company said the planned investment will support the expansion of local manufacturing capabilities, the development of the domestic automotive supply chain, and the country's transition towards more sustainable transportation.
Mitsubishi Motors said it will use its experience in electrified vehicle development to support the project. According to the company, its expertise in hybrid and electric vehicle technologies is based on its focus on quality, reliability, durability and safety.
Hirakata further stated: "Mitsubishi Motors has a long history of developing electrified vehicle technologies, with decades of global experience in delivering innovative mobility solutions. Our expertise in electrification is guided by the same principles that define the Mitsubishi Motors brand: quality, reliability, durability, and safety, giving customers confidence and peace of mind in every vehicle they drive. The company said the investment is expected to create opportunities across the automotive value chain, support the country's sustainability objectives, and contribute to the long-term development of local vehicle manufacturing.
At the time of writing, MMPC had not disclosed which hybrid model will be produced locally or confirmed the exact production start date.
Mitsubishi has identified the Philippines as one of its priority markets under its mid- to long-term business strategy, indicating that further investments and product plans for the country could be announced in the coming years.
Since commencing operations in the Philippines in 1963, MMPC said it has invested in the country, developed local talent, supported employment, and contributed to the domestic automotive industry. The company added that it will continue working with the Philippine government, industry stakeholders and local communities on sustainable mobility initiatives and local automotive manufacturing.
