The proposed joint venture between Gugo Motors and China's Shengtang Group concerns the introduction of electric vehicle (EV) technology in Pakistan, local manufacturing and the potential production of buses for export markets.
Pakistan's electric vehicle industry could extend into commercial transportation following a memorandum of understanding (MoU) between Gugo Motors and China's Shengtang Group to explore the local manufacture of electric buses. The proposed partnership aims to establish production operations in Pakistan and reduce reliance on imported vehicles over time.
The companies have yet to confirm a production schedule, investment commitment or manufacturing facility for the proposed venture.
Partnership targets technology transfer and local production
Under the proposed arrangement, Gugo Motors and Shengtang Group intend to collaborate on electric bus production, technology transfer and the development of local automotive supply chains. The initiative could also involve manufacturing vehicles for international markets under the Made in Pakistan identity.
The MoU was signed at an event organised by the Pakistan-China Business Forum, attended by Haroon Akhtar Khan, Adviser to the Prime Minister on Industries and Production, as the chief guest. The government has been encouraging foreign automotive companies to establish local production operations to develop technical expertise in Pakistan and increase the domestic industry's contribution to the electric mobility sector.
Gugo could expand beyond passenger electric vehicles
Gugo Motors entered Pakistan's electric passenger car market with the introduction of the Gugo Box EV in 2025. Entry into the commercial vehicle segment would expand the company's operations in the country.
Provincial authorities and urban transport operators are considering electric buses as an alternative to conventional diesel-powered public transport. Local manufacturing could improve the availability of vehicles, spare parts and maintenance services. The proposed project could also involve Pakistani suppliers engaged in bus body production, electrical components, battery systems and vehicle assembly.
Chinese cooperation could extend to EV infrastructure
Engagement with Chinese companies also includes potential cooperation in lithium-ion battery technology and electric vehicle charging infrastructure. The development of these areas alongside vehicle manufacturing could support the establishment of related electric mobility operations.
However, the extent of technology transfer and the proportion of locally manufactured components will depend on the final terms of the proposed project. Pakistan has previously explored similar initiatives, including plans involving Master Motor and China's Yutong for the local assembly and manufacture of new-energy city buses.
Production details awaited
Details of the proposed Gugo-Shengtang venture remain undisclosed, including the factory location, investment amount, annual production capacity, vehicle specifications and expected production commencement date.
Further discussions are expected during the Chinese delegation's engagements in Islamabad, Lahore and Karachi. Until the companies announce specific implementation plans, the agreement remains a preliminary framework for cooperation and does not confirm that a manufacturing project will proceed. If implemented, the venture would add another participant to Pakistan's electric bus manufacturing sector.
