ABMAP urges government to support local PUV makers over CBU imports

The Automotive Body Manufacturers Association of the Philippines (ABMAP) has called on the government to prioritise support for domestic firms rather than relying on large-scale importation of completely built-up (CBU) units.
In an official statement, the organisation, led by its president, emphasised that government assistance would be welcome, as local companies have already made substantial investments in plant capability and capacity to produce modern public utility vehicles (PUVs) that comply with national standards.
ABMAP also recommended that the Department of Transportation (DOTr) formally recognise the six approved Philippine National Standards (PNS) developed by the Bureau of Philippine Standards in its draft circular. The association noted that more than 80% of the technical specifications were based on these standards.
The organisation clarified that the approved PNS apply only to vehicle body dimensions, while other components such as engines, brakes, steering systems, plastics, and rubber parts are already regulated by other government agencies.
This appeal followed a meeting between ABMAP and the DOTr concerning the implementation of the Public Transport Modernisation Programme (PTMP).
Discussions focused on technical specifications for modern PUVs, route rationalisation, and the essential role of local manufacturers in ensuring the programme's success.
The group further underlined the importance of requiring importers and distributors of modern PUVs to provide nationwide after-sales support, including trained technicians and readily available spare parts.
ABMAP stated that such measures would help protect operators and ensure long-term service reliability.
